All citizens of West Bengal state. Firstly, applicants should be permanent residents of West Bengal state. Secondly, for applying under this scheme, he/she should not have already registered with any other health-related scheme
All pre-existing diseases are covered. The entire premium is borne by the state government and no contribution from the beneficiary. Online Swathya Sathi smart card is provided to each family on the day of enrollment. Smart card captures the details of the family members, photographs, biometric, address, mobile number, and SECC ID. Management of the scheme is in paperless IT platform from day one. Online empanellment and gradation of hospitals based on the services and infrastructure are available. 100% online pre-authorization with turn around time of 24 hrs. SMS triggers and instant alerts to the beneficiaries on blocking of card. Real-time uploading of e-health record of the beneficiaries on discharge. Claim reimbursement to the hospital with TAT of 30 days else interest are being charged for delayed payment. Online grievance monitoring mechanism. Online triggers and alerts to detect probable frauds with escalation matrix.
Basic health cover for secondary and tertiary care up to INR 5 lakhs per annum per family.
Swasthya Sathi Smart Card
INR 5 lakhs per annum per family. There is no cap on the family size and parents of both the spouses are included. All dependent physically challenged persons in the family are also covered.
The scheme is operated online through the smart card number. Beneficiary will have to install the app to avail its services.

In addition to the West Bengal Services (Medical Attendance) Rules 1964, with a view to providing better medical facilities to the employees of government of West Bengal, West Bengal Health Scheme, 2008 was introduced. Since 2008 it was known as West Bengal Health Scheme. Since 2014 it is renamed as West Bengal Health for All Employees and Pensioners Cashless Medical Treatment Scheme, 2014. Cost of OPD treatment relating to the indoor treatment incurred during the period of thirty days prior to admission as well as during the period of thirty days after discharge is available for reimbursement. OPD treatment cost is reimbursable in case of certain specified diseases provided treatment done in recognized hospitals. Follow-up medical treatment cost is reimbursable in case of certain specified disease provided treatment done in recognized hospitals. 60% (80% where number of bed is more than 80) of approved cost or actual amount paid whichever is less is reimbursable when treatment is done in non-empanelled hospitals within the state. Cost of certain investigations are reimbursable on the basis of OPD prescriptions of doctors consulted in a recognized hospitals in case of any disease, provided the investigations are done in empanelled hospital/diagnostic centre. Actual cost of treatment, including cost of journey with one attendant, is reimbursable provided treatment is done in certain specified specialty hospitals outside the state.
Cashless indoor treatment facilities up to INR 1 lakh, provided treatment is done in private empanelled hospitals. Reimbursement of indoor treatment cost beyond INR 1 lakh is also available, subject to submission of claim to DDO/PSA.

Health Minister's Cancer Patient Fund (HMCPF) of Rashtriya Arogya Nidhi (RAN)

The “Health Minister's Cancer Patient Fund (HMCPF) within the Rashtriya Arogya Nidhi (RAN)” has also been set up in 2009. In order to utilize the Health Minister's Cancer Patient Fund, the revolving fund as under RAN, has been established in 27 Regional Cancer Centres (RCCs). Such step would ensure and speed up financial assistance to needy patients and help fulfil the objective of HMCPF under RAN. The financial assistance to a cancer patient of up to INR 2,00,000/- (INR Two lakh only) would be processed by the concerned RCC, on whose disposal the revolving fund has been placed. Individual cases, which require assistance of more than INR 2 lakhs is to be sent to the ministry for processing. Revolving funds have been created in all the 27 Regional Cancer Centres (RCCs) and funds upto INR 50 lakhs will be placed at their disposal. The revolving funds will be replenished on fulfilment of conditions regarding submission of utilization certificate and list of beneficiaries.

The PMNRF provides financial assistance to indigent patients for treatment of major diseases at government/PMNRF empanelled hospitals to partially defray the expenses.
It provides partial coverage for heart surgeries, kidney transplantation, cancer treatment, and more such treatments.
The disbursement out of the fund is made at the discretion of the Prime Minister and in accordance with the Prime Minister's directions.
